How a row earns its verdict. A technician with appointments and no Normal shift on file is told to propagate the shift and nothing else — there is no window to be outside of yet, and that person is missing from their department’s capacity entirely. Otherwise the whole day decides: if booked hours exceed shift hours the day does not fit however it is arranged, so the recourse is to shorten a call or lengthen the shift by the overrun shown. If the day would fit and is merely arranged outside the shift, it is a sequencing fix that costs nobody anything. Multi-day blocks are cut per calendar day first, so a Utilities dig never reads as one person working nineteen straight hours.
